Position Description Summary

Candidate will serve as Budget Analyst at PM ASE. Responsibilities include financial management analysis (budget development and execution) for multiple appropriations and fund sources including Aircraft Procurement, Army (APA); Operations and Maintenance, Army (OMA); and Research, Development, Test, and Engineering (RDT&E). Individual will prepare and maintain databases for financial management. Individual will prepare funding documents and amendments essential for execution funds which include Military Interdepartmental Purchase Requests (MIPRS) and Procurement Work Directives (PWDs).

Individual will be required to establish projects and enter budget information in the General Funds Enterprise Business System (GFEBS) in order to execute and track funding. Individual will create and adjust budget execution files (commitments and obligations) and generate budget execution reports in GFEBS.

Validate and update GFEBS financial data with current obligation plans and Execution Data, daily.

Track financial Unliquidated Obligations (ULOs), POPs and expired appropriations. Maintain records of emails sent for Return of Funds (ROF) requests.

Maintain financial Access database, reports and back-ups daily.

Maintain Unmatched Transaction (UMT) spreadsheet daily.

Review and approve/disapprove CCaR FDRs as needed.

Process various funding documents to include Reimbursable and Direct Cite MIPRs, PWD/1095s, AXOL PRs, SPS PRs, ROFs, transfer of funds (FMBB) as needed.

Provide monthly 50/50 Audit support. Provide GFEBS screenshots, funding documents, and contract awards, as requested.

Review, Track and Resolve GFEBS errors (expenses>disbursements, missing clearing documents, funds posted to wrong PO line, Intermediate Document (IDOC) errors, UMTs.

Submit DARTS tickets to resolve GFEBS errors as needed.

Work with Joint Reconciliation Program (JRP) Lead to complete JRP data call and prepare Key Supporting Documents (KSD) packages as required. Quarterly.

Record transactions in appropriate systems.

Complete all annual training classes and record info in Manpower Information Retrieval and Reporting System (MIRARS).

Some travel may be required.

Required Experience/Education:

Use of following systems is required GFEBS, CCaRS, LMP, MILSUITE, DAR-Q / ADVANA, PIEE / SDW / EDA, DCAS

Security Clearance Requirement: SECRET clearance is required.

Work Environment:

Office environment

Requires ability to provide clear, concise, accurate, and timely communication, both verbally and written

Ability to interact professionally with coworkers, management, and customers

Requires ability to travel domestically (within the U.S.) <15%


Physical Requirements:

Requires sitting for extended periods of time at a workstation /desk

Ability to lift >15 lbs.


Other Essential Functions:

Ability to work independently with minimal supervision, make rational decisions, and to exercise good judgement

Work attire must be appropriate for the position and must not impose a safety risk / hazard to the employee or others

This position may be eligible for work from home flexibility subject to customer requirements.
