Job Summary

*** Telework (Within Minnesota or neighboring states) and flexible hours options are available.***

As a Contract Coordinator, you will manage and coordinate the Minnesota Department of Human Services (DHS) contracting process for all Department contracts, including but not limited to professional/technical contracts, grants, interagency agreements, income contracts, annual plans and master contracts. The incumbent will participate in the development of an Annual Contract Plan for the Department and review all contracts initiated by the Department to ascertain compliance with as to form, execution and Department of Administration and Department policies. The incumbent will also refine and manage contracting data on all Department contracts and contractors, and to integrate with the procedures utilized by the Statewide Integrated Financial Tools (SWIFT) system utilized by the State for contract execution. The integration and continuous monitoring of these procedures assures the successful procurement of numerous professional/technical and grant services for the Department.

Responsibilities include but may not be limited to:

  • Act as a central resource for all agency personnel that draft RFPs, contracts, and other legal agreements by providing accurate information and assistance regarding the State's contracting process and the procedures governing the State's contracting methods.
  • Manage the execution of the Department's contracts and related documents assuring compliance with State laws and Department policies governing legal agreements.
  • Manage the Department Annual Plans to assure Department adherence with specific plan components authorized by the Department of Administration.
  • Manage, operate, and provide solutions to issues that arise with the Contracting Unit's SharePoint site.
  • Assist Department program staff on the use of SharePoint for the entry and review of all types of legal agreements, including but not limited to professional/technical contracts and grant contracts.


Qualifications

Minimum Qualifications

Two (2) years of professional accounting, financial analysis, contracts coordination, and/or budgeting and reporting experience.

Experience must include:
  • Overseeing budget and/or contracts management.
  • Advanced knowledge of Microsoft Office programs (Outlook, Word, Excel, etc.) sufficient to create and modify emails, letters, documents, reports, charts, graphs, spreadsheets, and presentations.
  • Demonstrated ability to assess and evaluate challenges, collect relevant data, analyze the data, and provide feasible recommendations in both a summary format and a comprehensive report format.
  • Ability to make recommendations on important decisions and provide evidence to support decisions or help leadership make decisions.
  • Demonstrated experience initiating and successfully completing projects.
  • Ability to collaborate with a variety of stakeholders, including diverse community partners.

* Bachelor's degree in related field may substitute for one (1) year of professional experience.*

Preferred Qualifications
  • Experience in organizing purchases, developing, writing, editing, and administering RFPs, contracts, policies, procedures, comprehensive reports, and related documents.
  • Proficiency in Microsoft SharePoint.
  • In-depth working knowledge of the MNIT, DHS, & MNsure organizations, especially in the areas of policies, procedures, programs, systems, and contacts related to procurement and invoice processing.
  • Knowledge of IT standards, procurement and contracting, policies, and practices.
  • Variety of experiences working effectively with others from different backgrounds and cultures.
