LOCATION:
FINANCIAL MANAGEMENT DEPARTMENT, PURCHASING SECTION, JOINT ADMINISTRATION OFFICE, WHITTIER

ESSENTIAL FUNCTIONS:
To perform routine and difficult accounting clerical work involved in preparing, maintaining and processing financial and statistical records; and to prepare, process or audit purchase orders, invoices and warrants.

JOB SUMMARY:
Under the general supervision of the Supervisor of Accounts Payable, the incumbent assembles, tabulates, checks and files numerical data; maintains financial records; reviews and makes arithmetic calculations and computations; makes and verifies extensions; verifies accounting charges for invoices requiring payment; checks and corrects irregularities in invoices; makes minor adjustments to receivers; posts entries such as invoices, expenditures, encumbrances and journals; performs three-way matching to process invoices for payment; answers vendor inquiries; contacts other agencies and departmental personnel to complete and post financial records and transactions; operates a variety of office machines including a desktop computer, typewriter, copier, fax machine, adding machine and calculator; and performs related duties as required.

This job may be filled at either level. The ACCOUNT CLERK I is the entry-level class of the series. Incumbents perform the less complex financial recordkeeping duties. The ACCOUNT CLERK II is the journey level class of the series. Incumbents perform accounting clerical duties related to the preparation and maintenance of moderately complex financial and statistical records.

MINIMUM QUALIFICATIONS

Applicant must possess all of the following:
For ACCOUNT CLERK I
  • One year of clerical experience involving financial responsibility for preparing or updating numerical data or records.
For ACCOUNT CLERK II
  • One year of experience in the County Sanitation Districts of Los Angeles County performing the duties of an Account Clerk I, or two years of increasingly responsible experience in numerical or financial recordkeeping.
DESIRABLE QUALIFICATIONS:
  • Previous accounts payable knowledge and/or experience.
  • Experience with Oracle WAM and EBS Software
  • Computer literacy.
  • Ability to operate a 10-key adding machine by touch.



EXAMPLES OF ASSESSMENT CRITERIA

The competitive selection process may cover for BOTH CLASSES:
Knowledge of :
  • Office methods and practices.
Ability to :
  • Perform basic numbers-based clerical
  • Work make basic arithmetic computations
  • Prepare numerical summaries and reports
  • Operate office equipment such as an adding machine, desktop computer, calculator or typewriter; learn, interpret and apply financial recordkeeping practices and procedures.
For the ACCOUNT CLERK II level, all of the above plus:
Knowledge of:
  • Methods and procedures used in financial recordkeeping.

Selection Process:

  • Candidates considered to have the best qualifications will be invited to the written examination. Written Exam is tentatively scheduled for December 8th, 9th, and 10th (dates are subject to change).
  • The selection process will consist of a written test weighted at 50%, and an interview weighted at 50%.
  • Candidates must receive a qualifying score on each selection component to move forward in the selection process.
