The TRANSPORTATION & MOBILITY PLANNER (PLANNER III) position will reside in the Transportation & Mobility Department. The employee will coordinate transportation projects in alignment with the City's transportation goals in order to improve conditions for all users. The focus is on projects to improve multimodal use of streets for bicyclists, pedestrians and including emerging technologies. This employee works closely with residents to identify transportation challenges and possible solutions, identify funding sources, and assist with the implementation of transportation projects; both short and long term. The employee conducts public outreach, completes studies, compiles and analyzes materials, and prepares parts or details of a project and/or plan; or makes studies and field evaluations of projects and background data needed for making decisions on plans and for the implementation of projects; both short-term and long-term.

This work shall be done in alignment of the City's Vision Plan Fast Forward Fort Lauderdale 2035, Strategic Plan and the Connecting the Blocks Program. Significant coordination with agency partners will be required; such as the Florida Department of Transportation, Broward Metropolitan Planning Agency and Broward County.


This is advanced professional work of more than average difficulty involving complex assignments. The employee exercises reasonable initiative and independent judgment to accomplish assigned projects. The employee works under the direction of an assigned superior who reviews work in progress and upon completion in conferences with the employee, and by examination of work products.

This job classification is in Management Category III for benefits purposes, which includes Six (6) additional Management Vacation days per calendar year and a monthly vehicle allowance of $250.00.

This job classification is included within the bargaining unit represented by Federation of Public Employees and therefore is subject to the terms and conditions of the Collective Bargaining Agreement between the City of Fort Lauderdale and Federation of Public Employees.

ESSENTIAL JOB FUNCTIONS

Essential functions are the basic job duties that an employee must be able to perform, with or without reasonable accommodation.   • Conducts and supervises one or more projects of a division of the City. This work involves extensive research, investigations, and preparation of associated work products and presentations;
  • Will plan and conduct community outreach efforts designed to reach public consensus;
  • May assist with the preparation of recommendations on development applications, ensuring consistency with sound planning principles, the City's Unified Land Development Regulations (ULDR) and Comprehensive Plan, verifies public notice requirements and makes presentations to the Planning and Zoning Board and the City Commission;
  • May develop an evaluation and monitoring system, conduct evaluations, and prepare reports on program progress in carrying out projects and activities in a responsible manner;
  • May pursue grants, including research, application and grant administration;
  • Studies and makes recommendations for programmatic revisions designed to ensure such programs are efficient and responsive to the City's planning vision;
  • Represents the City at meetings and public meetings, and has contact with other public and private agencies at the county, local, state and federal levels, with elected officials; and the public at large;
  • May assist in the preparation and administration of budget needs including the oversight and distribution of public funds;
  • Plans and organizes assigned work programs and reviews work to ensure accuracy and timeliness; may assign work to lower level professional, technical and clerical personnel.
  • Provides information and assistance to City officials and management, other governmental agencies, and the general public;
  • Serves as a dedicated point of contact for neighborhood transportation requests including but not limited to traffic flow, congestion, pedestrian & bicycle safety, and traffic calming.
  • Coordinates closely with Transportation & Mobility traffic engineering and transit management. Maintains third party consultant relationships and manages contracts.
  • Performs related work as required.


JOB REQUIREMENTS & WORK ENVIRONMENT

  1. Have successfully graduated from an accredited college or university with a Bachelor's Degree in urban planning, architecture, historic preservation, or public administration, or a closely related field.
  2. Have at least four (4) years of increasingly responsible professional experience in transportation planning, urban planning, historic preservation, urban design, community development or in an area which included broad range planning, program planning and policy development. Some supervisory experience or training may be required. Additional qualifying experience or completion of coursework at an accredited college or university in a job-related field, may substitute on a year-for-year basis for the required experience or education.
  3. Flexible schedule required including attendance at Homeowner Associations (HOA) meetings and other public meetings which commonly occur during the evening hours.
SPECIAL REQUIREMENTS:

Non-Essential Employees will not be required to work during a declared emergency but may be required to work in some capacity after the declared emergency. The employee's Department Head will determine when the employee will be required to work.

PREFERENCES:

  • Experience in municipal government serving in Planning, Transportation, Public Works, Community Redevelopment, or similar departments.
  • Experience in the transportation field preferred.
  • Advanced public speaking communication skills and written communications to develop memos, articles, reports, etc. that provide information clearly and concisely for a variety of audiences.
  • Experience with oversight of consultants and general project management of planning studies.
  • American Institute of Certified Planners (AICP) certification or registration as an Architect is desirable.

Applicants must attain a minimum score of 70 in each part of the examination in order to qualify. All successful applicants may be required to pass a medical examination, including drug screening, prior to appointment.

An eligible veteran who enters an open-competitive examination shall receive preference points added to the total passing score earned in the examination as provided for in the Florida Statutes.
